1. Purpose (justification for request)
It is an urgent need to finalise the current draft on 'UNEP Country Framework on China' after the consultation with Chinese delegation during the First Universal Session of UNEP's Governing Council / Global Ministerial Environment Forum (GC/GMEF) held from 18 - 22 February 2013. The consultancy will run for 45 days from 10 April to 31 October 2013. Consultant will further review and analyze the existing draft incorporating the comments from UNEP's Senior Management Team (SMT) and the comments from the Government of China to finalise the English document of UNEP Country Framework on China. The final product, UNEP Country Framework on China, will then be approved by UNEP‘s Executive Director (ED).
1.1 Explain the requirement for a consultant / individual (Box 1(a) of P.104/A):
A qualified consultant is required to revise the existing draft on 'UNEP Country Framework on China' in continued engagement with UNEP. By 31 October 2013, the consultant should undertake the political, institutional and policy research and analysis required to complete a national situational analysis of environment and development priorities; review and analyses the pattern, coordination, scientific relevance, political positioning and legal integration of UNEP's previous activities in China and draw conclusions as to challenges to effective partnership and opportunities to address these challenges; assist in negotiating the framework for partnership between the People's Republic of China and UNEP for 2013 - 2017.

1.2 Qualifications / special skills or knowledge (box 1(a) of P.104/A)
Consultant should have a minimum of ten years’ experience including the following:
 Detailed knowledge of UNEP’s structure and mandate as well as of multilateral environmental agreements;
 Experience of strategic planning in an intergovernmental setting, preferably within the United Nations system;
 Experience of intergovernmental relationships and negotiations;
 Ability to analyze national and international policy frameworks and recommend appropriate mechanisms for effective implementation;

 Skilled communicator with the ability to present objectives and conclusions orally
and in writing both in English and Chinese;
 Demonstrated experience in the publication of documents at the international
level, preferably within the United Nations system;
 Ability to work in a multicultural setting.
1.3 Ultimate result of services (box 1(b) of P.104/A):
A comprehensive and strategic UNEP Country Framework on China (English version) is
prepared in a decent and satisfactory way and it can also be adapted for use between
UNEP and other countries.

Consultant is required to work for 45 days from 10 April to 31 October with intensive
consultation and paper work for the first month and partial time work for the rest time
based on the consultation process and requirement of the supervisors.
2. Travel involved – (box 7 of P.104/A)
Travel will be organized by Substantive Office Selected candidate
The consultant might need to take an international travel to Nairobi upon request of
supervisors.
3. Work plan
3.1 Objectives, output expectations and performance indicators
 15 days between 10 and 30 April: Undertake the political, institutional and policy
research and analysis required to complete a national situation analysis of
environment and development priorities; organize consultation meetings with
MEP and concerned agencies on China’s priority and demands for the UNEP
Country Framework on China; Review, revise and produce a revised UNEP
Country Framework on China by adding more substantive information analysis
and technical editing.
 10 days between 1 May and 30 June: Incorporate comments from the Government
of China and produce a second revised UNEP Country Framework on China.
 10 days between 1 July and 31 July: Incorporate comments from UNEP internal
technical team, as well as other stakeholders and produce the final draft which can
be submitted to the UNEP SMT. The consultant may need to take a possible trip
to Nairobi upon request of supervisors.
 10 days between 1 September and 31 October: incorporate SMT comments and
finalise the document for UNEP Executive Director’s (ED) approval.

 The final product, UNEP Country Framework on China is then approved by the ED.
3.2 Specific tasks and responsibilities
Draft, edit and polish the existing country framework
 Undertake the political, institutional and policy research and analysis required to complete a national situation analysis of environment and development priorities;
 Review and analyse the pattern, coordination, scientific relevance, political positioning and legal integration of UNEP’s previous activities in China and draw conclusions as to challenges to effective partnership and opportunities to address these challenges;
 Assist in designing the framework for partnership between the People’s Republic of China and UNEP for 2013 - 2017;
 Analyse UNEP’s Programme of Work (PoW) and Medium Term Strategy (MTS) in the context of relevant international and national development plans for China and identify areas of comparative advantage and opportunity;
 Design coordination strategies to promote the integration of UNEP’s existing capacities, internal arrangements and regional presence for effective delivery;
 Taking due account of relevant legislative and policy analytical models such as PEST (Political, Economic, Social and Technological analysis) and ROCCIPI (Political, Economic, Social and Technological analysis) research and develop a comparative analysis based on China’s situational analysis and UNEP‘s institutional analysis that identifies key priorities and objectives for action that can be recommended to UNEP SMT and presented at the ministerial level in China;
 Secure the approval of the relevant Chinese authorities and UNEP divisions to the UNEP Country Framework on China;
 Complete an institutional and group analysis of UNEP’s established and possible partners in China to provide a hierarchy of recommendations as to the relevance, nature and scope of future partnerships;
 Review UNEP’s previous activities in China and, considering relevant political and policy structures such as One-UNEP, One-UN, UN Development Assistance Framework (UNDAF), etc. make recommendations to UNEP’s SMT on appropriate management arrangements for UNEP’s future engagement in China;
 In collaboration with the relevant UNEP divisions, identify appropriate benchmarks and indicators for UNEP activities in China;
 Review UNEP’s policies and practices on monitoring and evaluation and, considering established models for qualitative and quantitative analysis, make recommendations on appropriate monitoring and evaluation mechanisms for UNEP’s overall country partnership to UNEP’s SMT and at the ministerial level in China;
 Research and advise on options for a resource mobilization strategy for UNEP’s partnership with China;
 Develop and draft a Country Framework with UNEP’s MTS, China’s 12th five year plan and reference the UN Development Assistance Framework for China.

 Secure the adoption of UNEP’s Country Framework by the People’s Republic of China;
 Document the process and key elements associated with the Country Framework for use as a model in the development of future UNEP country frameworks;
 Write and edit the pre-final draft report for review;
 Incorporate comments and changes on the pre-final draft;
 Submit the final draft for comments and/or any changes for submission and utilization in UNEP.
 Perform other related tasks on this as assigned by the UNEP Country Coordinator in China.
3.3 Reporting lines
Consultant will report to UNEP Country Coordinator in Beijing, as First Reporting Office (FRO) and Director of DRC, as Second Reporting Officer (SRO).
