TERMS OF REFERENCE
EU Co-Director of the Europe-China Clean Energy Centre
 
1. Background to the assignment
The Europe-China Clean Energy Centre (EC2) is a five-year cooperation project founded in 2010 by European Commission, Ministry of Commerce of China and National Energy Administration of China. Its main tasks are to promote an increased use of clean energy in China and to support the Chinese Government’s efforts to shape a more sustainable, environmental friendly and efficient energy sector through its activities of technology transfer, institutional advisory services, capacity building and dissemination. The scope of our business focuses on the areas of Clean coal, Renewable energy sources, Energy efficiency in energy consumption and Sustainable and efficient distribution systems. The Office is based in Beijing.
 
2. Tasks to be undertaken
o Overall management of EC2 Centre in Beijing;
o Preparation of the Annual Work Plans according to EC2 Strategic Development Plan (SDP), with EC2 Partners’ support; support to the Project Coordinator (Politecnico di Torino) in annual budget preparation;
o Implementation of Annual Work Plans.
  •    For specific activities (namely Logistic arrangements; Management and administration of the Centre; implementation of access policy for external users of technology and policy databases under the control of the involved partners; most of Awareness Raising and Dissemination activities1), implementation will take place under his/her exclusive leadership. In such cases, the Co-director is assigned the power of acquiring resources and to manage the relevant project budget. A quarterly estimation of costs is submitted to the Project Coordinator, which provides for transferring the money to ERI/NDRC.
  •    As far as the activities led by the Partners are concerned (Overall Project Management, Exit Strategy, Demo Zone, Policy Zone, EC2 Newsletter, Video and Dissemination events in the EU), the Co-director will: i. ensure consultation and involvement of Chinese and European stakeholders/target groups and regularly liaising with them; ii. coordinate the organization of related events and initiatives in China, according to the guidelines of the Partners and coordinating with European Partners for events that takes place in Europe; iii. ensure coherence and coordination among the activities across the Project Work Packages.
o Selection process for staff recruitment in coordination with the Project Coordinator;
o Supporting the MB in the definition of strategic guidelines;
o Carrying out fundraising activities;
o Carrying out of external relations of EC2: representing the Centre and managing relations with beneficiaries and stakeholders in particular with representatives of government, institutions, private sector etc. upon mandate of the MB.
He/she carries out his/her responsibilities together with the Chinese Co-director upon a clear separation of responsibilities and accountability role.
 
3. Experts’ profile
 
Qualifications
1. European Union nationality;
2. Strong project management skills: ability to manage effectively complex projects, delivering results under tight deadlines and ability to manage an international team in a result-oriented way;
3. A proven knowledge of the concerns and needs of European Union and China in the energy sector;
4. Excellent communication skills: ability to communicate convincingly and diplomatically with a wide range of contacts, including strong public speaking and presentation skills. He/she should be able to ensure proper visibility for the EC2 Centre;
5. Ability to represent the EC2 Centre and manage institutional and business relations with beneficiaries and stakeholders;
6. Outstanding HR management skills: proven ability to lead an international team in the delivery of the required results;
7. Ability to operate effectively in the political and business context of EU and in third countries;
8. A solid understanding of the Chinese environment;
9. Knowledge of EC tendering and project management procedures is considered an asset;
10. Fluency in English (written and spoken). Knowledge of Chinese language and other EU languages is considered an asset.
 
Professional experience
o University degree, post-graduate degree/PHD desirable;
o At least 10 years of experience in management and coordination of international programs;
o Experience in the field of environmental science, energy technologies, energy policies, energy regulations, climate change;
o Experience in the field of international cooperation in third countries (experience in China is considered an asset);
o Experience in EU funded projects is an asset.
 
Preferential qualifications
Candidates with expertise in one or more of the EC2 focus areas will be preferred: 3
1. Clean coal (including CCS);
2. Sustainable bio fuels;
3. Renewable energy sources;
4. Energy efficiency in energy consumption (Buildings, products, industry);
5. Sustainable and efficient distribution systems.
 
4. Location and duration
Beijing based; from July 2012 to March 2015.
 
5. Reporting
The Co-director is responsible towards the MB for the attainment of performance indicators, which are reported quarterly to the Project Coordinator and annually assessed by the MB.
Co-director is accountable to the Project Coordinator for any disbursement under his/her spending autonomy.
