As the Sr. Technical Advisor, he or she will support the General Manager with business development responsibilities for the China office. In collaboration with the General Manager, he or she will develop a business plan to target potential clients such US government agencies, multi-national corporations in China and partners at Chinese agencies and universities to better position RTI to compete and win new work in the core areas of environment, health, energy and education. This position also holds responsibility for leading the technical design for potential projects during the proposal phase while collaborating with RTI personnel, consultants or partners. He or she will provide technical leadership on awarded projects and effectively manage client expectations and project personnel performance. The Senior Technical Advisor may be based on Beijing or in the U.S. (Washington, DC or RTP, NC). If based in the U.S., the Senior Advisor would travel to China up to but not exceeding 50% of the year. | |
Responsibilities | |
• Provide senior technical leadership on projects related to environment, energy, and health • Develop and maintain contacts with key U.S. agency staff based in China, philanthropic organizations, and multi-national corporations with offices in China • Develop and maintain contacts with Chinese universities and agencies • Secure new work through leadership on proposals, grant applications and/or cooperative agreements. • Lead development of manuscripts for refereed journals and RTI Press • Mentor project staff as warranted • Comply with all RTI policies and procedures |

Qualifications | |
• Masters degree with 12 years experience developing target client business development plans, managing staff, proposal technical writing and oversight or equivalent combination of education and experience. • Prior experience working in China. • Proven track record of successfully managing projects for U.S government in the fields of environment or energy. • Demonstrated business development experience securing work through proposal, grant and/or cooperative agreements. • Fluent in Mandarin • Strong oral/written communication skills and ability to communicate at multiple levels in the organization • Strong planning, organization and problem solving skills • Strong presentation and facilitation skills • Ability to build effective relationships with all clients, peers, and stakeholders • Ability to work hands-on, independently, and within team • Culturally astute, respectful and tolerant Preferences: • Established contacts with Chinese universities and agencies • Established contacts with U.S. government agencies and staff active in China and other potential clients |
